On 23rd of February 2011 head of the Lublin Centre for Regional Surveys Maciej Żelechowski and Andrzej Jakubowski, specialist for analyses and statistical elaborations took part in regional meeting organized in the frames of public consultations on draft document “Concept of Spatial Development of Poland 2030“. Meeting took part in Lubelskie Voivodship Office and was chaired by Mr. Krzysztof Hetman, Marshal of the Lubelskie Voivodship. Ministry of Regional Development was represented by Mr. Marceli Niezgoda - vice-minister of regional development, Piotr Żuber - director of the Structural Policy Department and prof. Jacek Szlachta - expert from Warsaw School of Economics.

Director of the Statistical Office in Lublin, Krzysztof Markowski and head of the Lublin Centre for Regional Surveys, Maciej Żelechowski participated in the meeting of local government administration and local self-government authorities of Lubelskie Voivodship held by the Voivode and Marshal of the Lubelskie Voivodship. Meeting with the participation of voits, mayors, starosts, presidents of the cities and chairmen of the boards took place in the Assembly Hall of the Collegium Maius, Medical University of Lublin. The meeting was devoted to the discussion on the most relevant issues concerning activities of the local self-government authorities of a new term as well as cooperation of the local government administration and local self-government in the voivodship. Participants discussed issues concerning possibilities of using the European funds in forthcoming years, conclusions regarding implementation of the Regional Operational Programme of the Lubelskie Voivodship for years 2007-2013 as well as amendments and improvements in the system of Programme implementation. Director Krzysztof Markowski thanked the representatives of self-government for their involvement in the National Agricultural Census 2010 and presented proposals for cooperation of local self-government and the Statistical Office in Lublin. Director also announced creation of the Lublin Centre for Regional Surveys in a structure of the Statistical Office in Lublin, outlined its objectives and plans and invited representatives of self-government to cooperation. In addition Director Markowski referred to the “Local Self-government Statistical Vademecum” provided to the councilors and executive authorities of local self-government. He also invited listeners to use the information available at the Local Data Bank of CSO and on the website of the Statistical Office in Lublin. Participants of the meeting received the handouts.

head of the Lublin Centre for Regional Surveys, Maciej Żelechowski took part in the VI Conference “Future of Cohesion Policy – Lessons from the Implementation of the Ex-post Evaluation in Poland”, organized by the Ministry of Regional Development and the Polish Agency for Enterprise Development. The conference was held in the Conference Center Adgar Plaza in Warsaw. Schedule included plenary lectures, panel discussions and debriefing sessions. The conference was devoted to the discussion on the results of the National Development Programme for 2004-2006 evaluation, taking into account effects of the Programme and its influence on socio-economic situation of the country including the assessment of the effectiveness and efficiency of the strategic goal and sub-goals implementation. During the conference also issues related to research methodology, in particular combination of methods (mixed-mode approach), improvement of the precision in the quantitative research results estimation as well as possibility of use of the quantitative methods and techniques in evaluation researches were discussed. In addition, the question of the presence of evaluation results in the media and also presentation of research results in a manner accessible to the report recipients were discussed. Among the speakers at the conference were representative of the European Commission (DG REGIO), president of ESOMAR – the largest international organization for opinion and market research, director of the Centre for European Regional and Local Studies of the University of Warsaw (EUROREG), director of the Centre for European Projects, president of the Polish Society of Market and Opinion Researchers, the employees of the Ministry of Regional Development and the Polish Agency for Enterprise Development and representatives of major national research centers and universities.

On 23rd of November 2010 The State Electoral Commission announced the results of the first round of local and regional elections in Lubelskie Voivodship - the results of elections of the Sejmik of the Voivodship and councils of poviats and gminas. The second round of election of voits, mayors and presidents of cities was held on 5 December. New-elected territorial self-government legislative bodies - the Sejmik of the Voivodship, councils of poviats, towns and gminas have met at their first meetings. The Statistical Office in Lublin has delivered to the councillors and members of territorial self-government boards an elaboration allowing quick and efficient diagnosis of the socio-economic and environmental situation of their administrative units - the “Local Self-government Statistical Vademecum”.
The Vademecum includes portraits of territory, contacts to the Division of Information of Statistical Office in Lublin and the Lublin Centre for Regional Surveys, rules of use of the Local Data Bank of CSO, the information concerning the National Census of People and Dwellings 2011, and also selected publications and leaflets respecting individual administrative units.
The portraits of territory comprise basic information concerning public finance, labour market, social assistance, infrastructure, public safety and spatial economy as well as they make possible a comparison between administrative units of the same rung. Portraits of voivodship have been delivered to the Marshal of Lubelskie Voivodship and councillors of the Sejmik of the Voivodship, portraits of poviat have been delivered to governors of poviats and councillors of poviat councils, portraits of city - to presidents of cities and councillors of city councils, portraits of gmina and portraits of localities - to voits, mayors and councillors of gmina councils. Additionally, portraits of metropolitan area have been delivered for representatives of units encompassed by the Lublin Metropolitan Area.
