On 10 April 2019, methodological workshops entitled “Research of the Real Estate Market,” organized by the statistical Office in Lublin and the Lublin Regional Branch of the National Bank of Poland, took place. The Statistical Office was represented by the Office Director – Krzysztof Markowski, the Deputy Director – Andrzej Matacz, as well as the representatives of the Centre of Dwellings and Communal Statistics. The National Bank of Poland was represented by the representatives of the NBP Regional Branches in Lublin, Warsaw, Gdańsk, Poznań, Rzeszów, Wrocław, Łódź, Olsztyn and Białystok. The workshops were an occasion to exchange opinions between the representatives of the statistics and NBP in regard to the real estate market. During the meeting, Grzegorz Zabiegły (main specialist in the Centre) presented organisation and methodology of the statistical survey connected with real estate turnover as well as construction and functionality of the Building base. The Deputy Director, Andrzej Matacz, presented the results of working meetings with PFR Nieruchomości which led to the statistics proposing the indicators concerning the ranking of cities covered by the programme: availability of dwellings for rent. The NBP representatives presented the data collected by the NBP as well as methodology related to using it while developing quarterly reports on prices of dwellings and the situation at the market of residential and commercial real estate as well as research into rental fees.
On 9 April 2019, Mr Waldemar Dymek (manager) and Ms Beata Murzacz (senior specialist) from the Centre of Dwellings and Communal Statistics participated in the Residential Forum in Warsaw devoted to the topic of social rental of dwellings. The conference was completely focused on the topic of social rental of dwellings. The meeting was attended by experts from Great Britain, who presented their experience connected with practicality of Social Real Estate Agencies, as well as experts, local governors and social activists taking care of development of Polish residential policy. The aim of this year’s Forum was exchange of experience and discussion between public authorities, entrepreneurs from the sectors connected with construction and rental of residential premises and non-governmental organizations, as well as promotion of solutions which will increase intensity of cooperation between these sectors in terms of availability of premises for rent.
On 25 March 2019, there was a meeting in Luxembourg organized by EUROSTAT within the Working Group for Waste Statistics. The meeting was attended by Renata Niepogoda (specialist from the Centre of Dwellings and Communal Statistics in the Statistical Office in Lublin) and Joanna Sulik (main specialist from the Division of Water and Waste Statistics, Department of Spatial Surveys and Environment).
The issues connected with reporting covered by the Regulation 2150/2002 of the European Parliament and Council in regard to waste statistics (WStatR) were brought out during the meeting. The discussion included the results of data validation carried out by Eurostat and the issues concerning the changes in the electronic form in the e-damis system, especially marking the secondary statistical confidentiality. The members of the working group were informed about the work of the European Commission (Environment Directorate) in terms of waste policy, in particular in relation to the delegated and executive acts referring to reporting the waste data. During the further part of the meeting, the representatives of the Austrian Environment Agency Umweltbundesamt presented a method for verifying the data connected with waste import and export. Also, the influence of new requirements in regard to reporting on municipal waste within a common OECD/Eurostat questionnaire was discussed. The issue of increasing quality of the data on plastic packaging waste was talked about as well. Next session was related to the problem of food waste. The proposed indicators for food waste were presented as well as delegated and executive acts of the European Commission in terms of wasting food. In the last part of the meeting, the European Environment Agency (EEA) presented current and planned activities.Centres of the Office
On 29.10.2018, the Centre representatives – Waldemar Dymek and Grzegorz Zabiegły – together with stakeholders of the PSMS project participated in the meeting which took place in the office of the Ministry of Interior and Administration. During the meeting, the general Project concept was presented and areas of services and indicators were selected in the context of examples of monitoring public service.
On 05.10.2018, in the office of Statistics Poland there was a working meeting of the Group for Public Service Research Methodology and partners from local governments within the PSMS project. The Centre representatives – Waldemar Dymek, Grzegorz Zabiegły and Beata Murzacz – presented the results of work executed by working groups within certain areas of services.
On 4-6.09.2018, the Centre representative – Elżbieta Popiołek – participated in the International Conference in Cracow entitled “Comprehensive Waste Management” organised by “ABRYS” company. During two days of the proceedings, there were a few thematic sessions and two panel discussions. The following themes were discussed during the conference: Legal and market aspects of municipal waste management, Pathology at the Polish waste market – waste fires, Problems of the waste sector in Poland, Collecting biodegradable waste selectively.
On 10-12.07.2018, the Centre representative – Artur Myna, PhD, DSc – participated in the 2nd Congress of Polish Statistics in Warsaw. During the Regional statistics session, he presented a paper entitled “Regional Urban Policy with Special Focus on Development of Residential Areas”.
On 28-29.06.2018, the last meeting of the group of experts took place in Cieszyn within the “Real Estate Management” Group for Exchange of Experience in regard to services concerning management of gmina dwelling stocks. The Statistical Office in Lublin was represented by the vice director – Andrzej Matacz – together with representatives of the Centre – Waldemar Dymek and Beata Murzacz. The meeting was organized by the Association of Polish Cities. During the meeting, the test results for the indicators based on gmina data were presented in reference to the service of renting the premises for residential purposes.
On 14-15.06.2018, Grzegorz Zabiegły and Beata Murzacz participated in another meeting of the group of experts – the “Real Estate Management” Group for Exchange of Experience – organised by the Association of Polish Cities in Czeladź. The subject of the meeting was to analyse the test results for the indicators based on gmina data in the service of real estate management for the local government units (JST) and State Treasury (SP).
On 19-20 April 2018, Waldemar Dymek, Grzegorz Zabiegły and Beata Murzacz participated in the meeting of the “Real Estate Management” Group for Exchange of Experience in regard to services connected with managing the real estate of local government units and State Treasury in Gliwice. The meeting was organised by the Association of Polish Cities. The main theme was the public service monitoring system in the area of real estate. During the session, the representatives of the city authorities presented methods and ways of real estate management in Gliwice. The Centre representatives presented, discussed and defined the terms from the list of indicators of public service monitoring in the field of real estate which are going to be tested by the local government experts.
On 10-11 May 2018, Grzegorz Zabiegły participated in the meeting of the group of experts of the “Real Estate Management” Group for Exchange of Experience in Krosno organised by the Association of Polish Cities. The main theme was the public service monitoring system in the area of real estate. During the session, the representatives of the city authorities presented methods and ways of real estate management in Krosno. The Centre representative presented initial results of the test of indicators conducted by experts of the Group for Exchange of Experience and provided comments for the further stage of testing.
On 26-27 April 2018, there was a meeting of the group of experts in Kozienice within the “Real Estate Management” Group for Exchange of Experience. The Statistical Office in Lublin was represented by the deputy director, Andrzej Matacz, together with the Centre representatives – Waldemar Dymek and Beata Murzacz. The meeting was organized by the Association of Polish Cities. During the session, the representatives of the city authorities presented methods and ways of management of housing stocks in Kozienice. The Centre representatives presented test results for the indicators from the list of service regarding premises for rent, the source of which is the data obtained by public statistics.
On 20-23 March 2018, there was a meeting of the group of experts in Rybnik within the “Real Estate Management” Group for Exchange of Experience. The Statistical Office in Lublin was represented by the deputy director, Andrzej Matacz, together with the Centre representatives – Waldemar Dymek and Beata Murzacz. The meeting was organized by the Association of Polish Cities. During the session, the representatives of the city authorities presented methods and ways of management of housing stocks in Rybnik. The Centre representatives presented and discussed terms from the list of indicators which are going to be tested by experts of the local government.
On 22-23 February 2018, Waldemar Dymek and Beata Murzacz participated in another meeting of the “Real Estate Management” Group for Exchange of Experience. The meeting was organized by the Association of Polish Cities. The main theme was housing service monitoring system. During the session, the representatives of the city authorities presented methods and ways of management of housing stocks in Częstochowa. The Centre representatives presented and discussed the list of indicators which describe monitoring the services connected with renting the premises.
On 15-16 February 2018, Grzegorz Zabiegły and Beata Murzacz participated in the meeting of the “Real Estate Management” Group for Exchange of Experience in Tychy within the area of services connected with management of real estate of local government units and State Treasury. The meeting was organized by the Association of Polish Cities. The main theme was public service monitoring system in regard to real estate. During the session, the representatives of the city authorities presented methods and ways of management of real estate in Tychy. The Centre representatives presented the list of indicators which describe monitoring the services connected with this scope.
On 18-19 January 2018, the deputy director, Andrzej Matacz, together with the Centre representatives – Waldemar Dymek and Beata Murzacz – actively participated in the meeting of the “Real Estate Management” Group for Exchange of Experience in Dąbrowa Górnicza. The meeting was organized by the Association of Polish Cities. The main theme was public service monitoring system. During the session, the representatives of the city authorities presented the plan of housing policy in Dąbrowa Górnicza and Waldemar Dymek presented the subject concerning “Identification of Data Sources and Information Gaps in Regard to Public Service Analysis”.
